That figure is from a sitting Commissioner’s published statement on the agency’s own website, describing what happens when the factors combine as they do in real incidents: drawers full of clothing, a child climbing, and the furniture standing on carpet. Which makes the anchor in the box the primary control rather than a precaution.
The strap in the bag is not the backup plan
Almost every piece of children’s storage furniture ships with a wall anchor kit, and almost every set of instructions treats it as the last optional step after the thing is already standing up. The order implies a hierarchy: the furniture is stable, and the strap is extra caution. The regulator’s own staff do not appear to agree.
When CPSC adopted a mandatory tip-over standard in 2023, a sitting Commissioner published a statement on the agency’s own website describing what the staff assessment found. In the real world, outside the furniture industry’s labs, dresser tip-overs occur when multiple common factors happen at once: the drawers are filled with clothing, and a child climbs on a dresser standing on carpet. Under those multi-factor scenarios, the statement says, staff assessed that zero percent of typical weight six-year-olds and only ten percent of typical weight four-year-olds would be protected by the rule adopted that day.
It is worth being precise about what the objection is, because the rule is not as empty as that summary sounds. Both of its test methods place units on a forward angle of one and a half degrees specifically to simulate the effect of carpet, and testing is done with all drawers open and loaded to simulate drawers full of clothing. The criticism quoted from the agency’s own scientists is different and narrower: that the tests fail to address multiple real-world conditions simultaneously, and fail to simulate the interactions seen in actual hazard patterns based on the climbing forces measured in a child climbing study and the pull forces in child strength literature.
For anybody assembling a child’s bedroom, the practical conclusion is the same either way. Do not treat product stability as the thing keeping the furniture upright and the anchor as insurance. Treat the anchor as the control, because the people who wrote the assessment inside the agency that set the standard were not confident the standard covers the situation your child will create.

A strap fitted into drywall instead of a stud, or left dangling, looks exactly like a correctly anchored unit from across the room. That is the whole problem with this job.
What to get right, specifically
Do not treat the anchor as optional caution
The reason to lead with this is that the assembly instructions imply otherwise. Locating the stud is the job. The rest is four minutes
The published procedure is four steps: locate the stud, mark the wall, drill the pilot hole, drive the screw. Three of those are trivial and the first one decides whether any of it worked. A strap screwed into drywall with a plastic anchor holds a picture frame, not a loaded dresser with a child on it, and from two feet away it is indistinguishable from a correct installation, which is worse than nothing because it produces confidence. If you cannot find a stud where the furniture needs to go, that is a reason to move the furniture or get somebody in, not a reason to use the drywall anchor that came in the bag.
Taut with a slight bow, and most installed straps are dangling
A specification with three conditions in one sentence, and it is the clearest statement of it I have found: the restraint strap should be taut but not so tight that it pulls the dresser away from the wall, a slight bow in the strap is fine, and a loose dangling strap is not doing anything useful. All three matter. Over-tightened, it levers the unit off the wall and puts constant load on the fixing. Slack, it does nothing until the furniture has already begun to fall and then arrests it with a shock load. The correct state is a strap that would go tight if the unit moved half an inch, and it is worth checking with a finger rather than by eye.
Dusting the top is enough force. That is the actual scale of it
Worth internalizing because it dismantles supervision as a control. The listed triggers for a tip-over include a child standing in a drawer or on its edge or climbing the knobs, an adult putting pressure on an open drawer or catching themselves on furniture to recover their balance, and then two that should change how anybody thinks about this: that even the forces created by dusting the top or putting away laundry can be enough, and that a tip-over can be initiated by anything that shakes the floor, given as an example a few children running past playing hide and seek. If laundry and footsteps are inside the force budget, then watching closely is not a plan.
Twenty-seven inches, and a lot of children’s furniture is shorter
A specific and consequential number. The 2023 CPSC rule applies to storage furniture twenty-seven inches or more in height, which means a great deal of what actually goes into a child’s room falls outside it: low toy shelving, many play kitchens, small bookcases, storage benches. That does not make short furniture safe, because a unit does not need to be tall to injure a small child and a play kitchen is climbable in ways a dresser is not, with doors that open downward into steps and a raised top edge that invites pulling. It does mean that for a lot of children’s items there is no stability standard behind the product at all, and the anchor is doing all of the work.
Heavy things low, and the reasoning is deliberately redundant
Standard advice with a better justification than it usually gets. Keeping the heaviest items in the bottom drawers lowers the center of gravity and reduces the forward-tipping force, and the framing worth borrowing is that it does this even if the anchor fails for any reason. That is the right way to think about every layer here: the anchor might be in drywall, the strap might have been loosened when somebody vacuumed behind the unit, the furniture might be one of the pieces the standard does not cover. Weight distribution keeps working through all of those. It is the only control that does not depend on somebody having done something correctly.
Two controls that stop the tipping moment existing at all
Both easy to overlook because they address the cause rather than the consequence. Childproofing straps on drawers and doors prevent them being opened, and an unopened drawer cannot be stood in, climbed into, or leaned on, which removes most of the enumerated trigger events at a stroke. And putting nothing on top of the furniture that might entice a child to climb or reach removes the motive. A patent background describes the problem exactly: toddlers can grab the top of a dresser, grab the top drawer, and even climb into the bottom drawer before a parent is aware of it. If there is nothing worth reaching for on top and the drawers will not open, most of that sequence never starts.
Check the appliances too, and know the resale rule
Two items that sit adjacent to the main job. Appliances including stoves and dishwashers are supposed to be secured to the wall, floor or countertops when installed, and the advice is to check that they actually are, because an oven door is the most inviting step in the house and a range that was slid into place during a kitchen refit may never have been bracketed. And a legal point worth knowing, which also applies to the secondhand furniture problem covered on the toy chest page in this category: it is illegal to sell or give away a recalled product. A dresser passed to a relative or dropped at a thrift shop after a recall is not just unwise, and checking CPSC recall listings before passing children’s furniture on is part of doing this properly.
Before the furniture goes against the wall
Decide the position first, then confirm there is a stud where the anchor needs to land.
Have a stud finder, or know how to locate framing reliably.
Read the anchor instructions before assembly rather than after.
Plan which items go in the bottom drawers.
Decide what will not be kept on top of the unit.
Consider drawer and door restraints as part of the same job.
Check whether the unit is under twenty-seven inches, and therefore outside the rule.
Check CPSC recall listings for any secondhand children’s furniture.
Who this is really for
Anybody assembling children’s bedroom furniture, which is the room where roughly half of child tip-over deaths occur according to a babyproofer citing the pattern. CPSC data as reported estimates 349 deaths between 2000 and 2011, with eighty-four percent of those younger than nine, alongside around forty-three thousand injuries.
It matters most for anybody who assembled a unit and left the strap in the bag, which is extremely common and entirely understandable, because the anchor is presented as the last step and the furniture stands up fine without it. The point of this page is that the standing-up-fine part is not the test that matters, and that the agency’s own staff said so in writing.
The case for having somebody do it is narrower than it looks and it is entirely about the stud. Assembling a dresser is a chore; anchoring one correctly is a chore plus one skill, which is reliably locating framing behind drywall and putting a fastener into it. That is exactly the step that gets substituted with a plastic anchor, and it is the step that decides whether the strap is a safety device or decoration. If you are paying somebody to assemble children’s furniture, the thing to ask is where the anchor screws landed.

- Heaviest contents placed in the lowest drawers or shelves.
- Nothing left on top that would give a child a reason to climb.
- Drawer and door restraints fitted where appropriate.
- Short units under twenty-seven inches anchored too, since the rule does not reach them.
- Stove and dishwasher anti-tip brackets checked rather than assumed.
- Secondhand children’s furniture checked against CPSC recall listings first.
- Owner shown where the anchors landed, and told to re-anchor after moving the unit.

Fit restraints so drawers and doors cannot be opened, since an unopened drawer cannot be climbed into or leaned on. And keep nothing on top that gives a child a reason to climb, since a patent background describes toddlers grabbing the top, grabbing the top drawer and climbing into the bottom drawer before a parent notices.
