It is something you place rather than something you build.
What it does bring is a load that behaves nothing like the appliances people compare it to. Sun Home puts the governing rule directly: because saunas run continuously for extended periods, the circuit has to be sized at 125 percent of the heater’s rated current. Now put a common cabin against that. Two thousand watts at 120 volts is 16.7 amps. That is above what a 20 amp circuit may carry continuously and well above a 15 amp one, and the thing draws it for forty minutes at a time. A toaster pulling the same current is fine because it runs for two minutes. The plug on the end of the cord is identical in both cases, which is precisely the problem: the plug fits, and the circuit behind it is a completely separate question that nobody is prompted to ask.

If the plug will not fit, that is the code talking

If your cabin came with that plug and it will not go into your wall, nothing is wrong with either item: the outlet is telling you it is on a 15 amp circuit and the appliance is not allowed to use it. That interlock exists precisely because this mistake is dangerous. Upgrading an outlet is cheap. Finding out later is not

Whether ground fault protection is required depends on your jurisdiction and where the cabin is going, and the common triggers are exactly the places people put these: basements, garages and anywhere near a bathroom. It is worth settling in advance because it is trivial to include when the circuit is being run and irritating to retrofit afterward, and because a GFCI device that nuisance trips on a large continuous load is its own troubleshooting exercise.
